Institutional Evolution
Status refers to the development of each intellectual or institutional component, not to the legal or operational status of Nepantla as an institution.
This part describes how the institution could develop. The stages below are developmental conditions, not scheduled commitments: each becomes possible only when the previous one is genuinely met.

A sequence of conditions. No dates are attached, and none should be inferred.

The intellectual architecture is defined and written: purpose, doctrine, principles of governance.
The Blueprint is published and open to examination, including disagreement.
Questions are refined into sustained lines of enquiry with declared methods and limits.
Structures are constituted with separated functions and independent review.
Work becomes cumulative: findings, education and application reinforce one another.
Memory and succession make the institution independent of any individual.

Section 06.2
The status system
Four terms used consistently across this edition, so that intention is never mistaken for achievement.
At present the Foundation is established as written architecture; Doctrine, Intelligence and Governance are developing; research structures are proposed; and the later stages of institutional life remain visionary.
Section 06.3
What would justify progression
Progression is not treated as growth. A stage is only complete when the preceding commitments hold under scrutiny: principles that survive contact with practice, governance that constrains its own authors, and research whose limitations are published alongside its claims.
